Proposed amendments to the Immigration (Transition) Act were published 20 October 2025 and the public consultation closed 14 November 2025.
The real signal is not cosmetic reform. It is tighter gatekeeping: clearer thresholds, stronger integrity checks, and higher documentary discipline — particularly for new applicants.
For current Permanent Residence for Persons of Independent Means holders and Permanent Residence holders(including those progressing toward Caymanian status), the proposals indicated transitional protections intended to preserve progress already earned.
But transitional protection does not mean light scrutiny. When standards tighten, verification tightens.

- Travel history.
- Employment and business documentation.
- Dependant records.
- Traceable funds where relevant.
